Once you've realized what you want, it's time to consider who to ask. All of your communications should be directed to the member of the City Council, and County Commissioners Court who represent where you live or work - that's the beauty of representative democracy!  Remember, that the Mayor, Controller, At-large council members and the County Judge represent all of us.  Constituents, believe it or not, are the some of the most significant and relevant people that elected officials deal with. Be aware, in reference to letters, phone calls, or meeting requests, one of the most frequently asked questions you will hear from an elected official and his/her staff is "Are they from the district?" If the answer is yes it is their obligation to deal with your questions, comments, or concerns.

 
You have the most influence over the individuals who represent you directly.  That's why it is so important that you deal with your own elected representatives. If you aren't sure which Council district you live in, double-check on the city council website.
